When selecting the instruction set for a computer family, the designer must consider several criteria. The design considerations leading to the final instruction set for a new computer are very seldom published. The purpose of this paper is twofold:• Discussion of the design and implementation criteria for an instruction set.• Proposal of a systematic approach for the design and implementation of an instruction set.
