The operation of TCP in wireless-mobileEnvironment is considered. After briefly presentingPrevious efforts to ameliorate TCP performance in theConsidered environments, we propose a new mechanismFor tackling the problems caused by handovers.OurMechanism is based on stochastic datagram relocation. Traffic destine to the mobile terminal is tunneled toAdjacent cells according to the output of a path predictionAlgorithm. To reduce the associated overhead, onlyPercentages of inbound traffic are copied to the cell'sNeighborhood on the basis of estimated probabilities.Through simulations, we have measured the effects thatStochastic datagram relocation has on TCP dynamics.
