We have been serving public wireless Internet access MIAKO.NET in Kyoto based on IEEE802.11b wireless LAN technology. MIAKO.Net provides mobile Internet access with a fixed IP address and high-level security. MIAKO.NET is quite unique in its volunteerism. It is managed by an non-profit organization and supported by citizens in Kyoto. Thanks to these volunteer activities, users can enjoy full service of MIAKO.NET without any fee. This paper describes the basic policy of MIAKO.NET and the design and operational issues of the network.
