This paper describes the evolution in the design of an academic program in computing at the graduate level in a developing country. The particular norming aspects of the program's environment are discussed. This program is sui generis due to the requirements of the particular institution where it exists. Some of the factors that affect academic programs in computing in a developing country are briefly commented.
