This article strives to support research and practice in the application of decision and valuation models to IT infrastructure projects in public administration. The aim is to present the elements needed to flexibly embrace evaluation structure, management and quantification methods. We sketch how different models can work together in a complementary way laying a robust and comprehensive foundation for an integrated analysis of IT impacts. We present design and assessment results from two major IT projects in the Austrian Ministry of Finance.
