The student's creativity comes into action when student produces an outcome or product that is both novel and useful as defined within some learning context. The creative distance learning environment supports student's creativity on the social, cognitive and technology levels. In this paper the method for creativity environment development is presented. Based on the competence set theory the creativity level can be measured. Moreover, competence modelling allows to created individually adapting creative tasks and projects as well as creativity supporting knowledge network. The authors propose the model of e-learning information system for competence-based creative space development.
