In this paper we look at development of electronic services in public sector organizations. The use of internet is increasing also in public services, even though development has been rather slow when compared to private sector applications, the e-business. From users point of view it would be important to allow access to services through the internet also in using public sector services. In public sector the services provided by public sector organizations are called e-services when they are made accessible to the users through internet. The goal is to find issues affecting development of successful e-services. What is so different in development of e-services when compared to design of e-business sites? Could experiences from e-business development be used in public sector.
