Considering the growing need of providing government services through the Internet, it is fundamental to make these systems accessible and inclusive, in order to reach the majority of citizens. In this paper we present a proposal of a meta-communication mechanism to support users in inclusive social networks and the validation of a prototype tool by a community of users in a Brazilian city. Furthermore, based on lessons learned from the activity reported here and from previous investigations, we describe the Design Rationale for this mechanism in an attempt to inform designers of inclusive systems about suitable alternatives to issues that arise during the development of the application.
