Public service management is essentially about inter-administration cooperation in a competitive, continuously changing environment, which occurs frequently in the provision of service chain. The paper presents an inter-administration cooperation model and intelligent and cooperative information system which makes public service management efficient. It aims at studying the exploitation of multi-agent for supporting the dynamic management of E-government services in inter-administration. To improve the agent's capability of intelligence and cooperation in which the system can be effective, an approach for knowledge representation based on government ontology is adopted.
