Abstract

This article presents a new emergency service for e-government. An integrated system for developing the egovernment services is presented. The main goal of this paper is to achieve the requirements of citizens for normal, peaceful and safe society. There are many different troubles that face citizens in the street such as suddenly accident, trying for stealing and different types of attacks. The importance of citizen/end user satisfaction of the e-government e-services is a new parameter that affects e-government objectives. There are abundant information processing mechanisms in the biological endocrine system (BES). Such mechanisms include high level regulating mechanism to neural system, the emotional reacting mechanism, and the hormone reaction mechanism. Combining these mechanisms, BES has the features of self-learning, self-adaptive and self-collaborative etc. By learning the mechanisms in BES, information resources and stations are integrated with each other in the e-government emergency system. The concerned respective government stations work together to detect, prevent, respond to, and recover from any disaster. This is consistent with the expectancy theory that maximizes positive outcomes and minimizes negative outcomes. By using these novel e-services, it is expected that the governments will have the high ability to deal with crises and disasters and then peace and safety of our societies will be established.
